The Ministry of Transportation needed a secure and dependable way to integrate electronically with the Ministry of Finance for billing and payment processing.
Their goal was to replace fragmented and manual processes with a structured, automated system that could securely handle electronic bill presentation, payment notifications, and reconciliation. The solution had to work within their existing BizTalk environment and comply with strict Government Secure Network standards.
The project presented several operational and technical challenges:
Ensuring consistent electronic bill formatting from MOT to MOF
Linking each payment notification accurately to its unique bill identifier
Correctly reconciling payment documents between both ministries
Designing a service-based architecture using ESB within the existing BizTalk setup
Maintaining strict security requirements over the Government Secure Network
Implementing the Tehseel/Tasheel service without disrupting active systems
The biggest challenge was enabling two government ministries to exchange accurate, secure, and real-time financial data without errors or downtime.
The main goals were to automate bill submission from the Ministry of Transportation to the Ministry of Finance, receive real-time payment updates, and match payment records automatically. The solution also needed a scalable service-based structure, strict compliance with government security rules, and stable performance throughout implementation without disrupting existing operations.

Designed the complete system architecture and implemented it within the existing BizTalk environment
Used BizTalk API-ready services to manage and orchestrate integrations
Leveraged Sentinet to expose secure endpoints and manage internal gateway access
Applied strict security protocols to ensure safe and encrypted data transfer
Integrated A4SADAD libraries to support electronic bill presentation and payment workflows
Implemented the Tehseel/Tasheel service to replicate SADAD functionalities
The solution focused on automation, security, and seamless coordination between ministries.
The deployment was handled carefully to ensure stability and zero disruption.
